Main Roads project delivery system
The Main Roads project delivery system (MRPDS) has been prepared for use by those who have the responsibility for ensuring that value for money is obtained in the delivery of a project. The aim of MRPDS is to provide guidance for the procurement of works including:
- developing the best delivery strategy
- how tenders should be called, compiled and assessed
- who should be eligible to tender.
The system consists of three volumes:

Volume 1: selection of delivery options (PDF, 2.61 MB)
This provides guidance in developing an appropriate delivery strategy for the implementation of road infrastructure projects. It describes the various delivery types and provides a means to narrow the range of options. It also provides guidance in the partnering process. Partnering is an important tool used in aligning relationships in contracts to facilitate their smooth running. Where the user is considering using a new contract type and has little prior experience with that type, more detailed information should be sought from Capability and Delivery Division.

Volume 2: tendering for major works (PDF, 3.99 MB)
This addresses the question of how tenders can be called, processed and assessed and evaluated for different delivery options.

Volume 3: major works prequalification system (MWPS) (PDF, 596 KB)
This deals with who is eligible to bid on Main Roads tenders. It sets out details of the Major works prequalification system (MWPS) for contractors and the registration system for subcontractors for specialised products.

Accurate and timely completion of performance reports is a mandatory requirement for both superintendents and contractors.
