Main Roads' routine maintenance is carried out under road maintenance performance contracts.
Sole invitee contracts
The predominant delivery method is through sole invitee arrangements with the department’s traditional service suppliers, RoadTek, and local governments throughout the state.
These contracts are schedule of rates type with a contract period of one or two years.
The contractor adopts a systematic approach to maintenance management: The contractor:
- becomes network manager and operations contractor
- provides a stewardship role under the contract for the department
- the contractor is required to offer a productivity improvement target at the time of negotiations for having sole invitee status with the department.
Open tender contracts
The other main form of routine maintenance delivery is through open tender arrangements.
These contracts are similar to the sole invitee type – they are mainly schedule-of-rates type. They allow the department to benchmark sole invitee rates against those being obtained through the open tender approach.
